System Administrators can manage all aspects of the DB Users functionality.
To check whether a user is a System Administrator, access the Functional Access tab and determine if System Administrator is checked as the Account Type.

In addition to System Administrators, it is also possible to grant Advanced Users associated with a specific User Administrative Role access to DB Users functionality.
Note
The ability to allow Advanced Users with specific User Administrative Roles to access DB Users is as of V2015R2.11.
Prior to this version, you must be a System Administrator as there was an issue that did not allow Advanced Users to see the DB Users area under User Administration Setup even if they were granted the appropriate permissions.
On the User Administrative Role level, you can specifically grant users who have this role access to any or all of the following: View DB Users, Create DB Users, Edit DB Users, Lock/Unlock DB Users, and Delete DB Users.
In the example below, the user is an Advanced User who has the the User Administrative Role of "DB USERS LOCK-UNLOCK ONLY".

Under the User Administrative Roles section, you can see that the role of "DB USERS LOCK-UNLOCK ONLY" has been granted rights to View DB Users and Lock/Unlock DB Users only in this example:
