A new field attribute named New Security Authorization was added to all core data strategies. When creating a new security in Reference Data Center, you can authorize at the security level  when the New Security Authorization flag is set as Yes and new securities have to be authorized prior to being released (achieves a complete release status). A security level authorization is a single, security level authorization and it is not tied to a specific field.

When this option is enabled when creating a new security,  the system generates the following actions: A pending new security authorization is created and the security authorization status is set to pending authorization until approval.  The new security pending authorization can then be authorized by a different user after looking at the security details (like any current field level authorizations.)
