Reference Data Center supports two type of authorizations: Field level and Security level.

In Field Level authorization, RDC allows you to manage manual edits/overrides to security data that require authorization before being considered complete for the release level selected in the policy setup. You can select individual fields to require authorization, in which the data is reviewed and must be approved by another user. A different user in the same business group must authorize or reject any changes that are made by another user.

In Security Level authorization, RDC allows you to authorize at the security level when creating a new security when the New Security Authorization field is set as Yes and new securities have to be authorized prior to being released (achieves a complete release status). A security level authorization is a single, security level authorization and it is not tied to a specific field. When this option is enabled, the system generates the following actions when creating a new security: A pending new security authorization is created and the security authorization status is set to pending authorization until approval. The new security pending authorization can then be authorized by a different user after looking at the security details (like any current field level authorizations.)
