In the example below, the user is an Advanced User who has the User Administrative Role of "DB USERS LOCK-UNLOCK ONLY". 
Under the User Administrative Roles section, To review which permissions have been granted to the "DB USERS LOCK-UNLOCK ONLY" User Administrative Role, access the Users and Site tab where you can see that the role of "DB USERS LOCK-UNLOCK ONLY" role has been granted rights to View DB Users and Lock/Unlock DB Users only in this example, as shown below:
