The <XXX>Variable Tier Ruledefault message streams are used to load <what does it do?>.<???> variable expense tier rules and waiver tier rules.
Variable Tier Rules are loaded using the following streams:
eagle_default_in_star_???_variable_tier_rule
eagle_default_in_csv_???
...
_variable_tier_rule
