The actual DB Users permissions can be managed by users with administrative privileges who have been assigned the UA Admin role Role in the User Administration Center role.
In Center Roles, you can use the User Administration roles to specifically grant users access to any or all of the following: View DB Users, Create DB Users, Edit DB Users, Lock/Unlock DB Users, and Delete DB Users.
