Added Locate File and Close All Options
Locate File and Close All options were added to the tab header's context menu.
Note: the Locate File feature is available only for the legacy Message Center rules. The same context menu that is implemented for the tab header was opened to the 'Message type/File name' label of legacy Message Center rule editor.
