To review which permissions have been granted to the "DB USERS LOCK-UNLOCK ONLY" User Administrative Role, check the User Administrative Role section access the Users and Site tab where you can see that the "DB USERS LOCK-UNLOCK ONLY" role has been granted rights to View DB Users and Lock/Unlock DB Users only, as shown below:
